Change The Immigration Way.

Immiggration can be changed.

Nobody knows about your castle many at start (is it big? is it rich? Do you want new immigrants?).
All information about us can be known only by npc to npc rumors..

Hometown or neighbors may be sent to the ambassador, to learn about your castle and if you need new people and other stuff. You can also set up a quota for immigration. The nobles of the homeland can come violating the quota, as they may wish to increase the quota.
Rumors can help too but much slowly.

Some immigrants may come as casual travelers with his personal story (the hunter lost his way, a wounded soldier, a hermit), and we can decide to allow them to stay.

Travelers who will visit us in the castle to ask for help, medical treatment, find the artifact, and then go on a quest(We can help build history with these hero guys). Rarely it can be a thief or an enemy spy.
