You won't be getting all the cool spacy stuff like a need for air, spacecraft, changing physics and all that, but you really can make a pluto-like DF world otherwise.
First, you need to delete all plants and animals except those that exist below ground (except pets, and elementals like blizzard men and bronze colossi, maybe sea creatures if we assume lack of atmosphere/the water being perpetually frozen doesn't matter)
Second, remove all soil and stone types that require living organisms to form. (no coal, lignite, limestone, chalk, calcite, or petrified wood for starters)
Third, you need to create a world gen parameter set that allows only deserts, tundras, glaciers, and mountains, and is extremely cold. Preferably you'd want to remove or reduce water features as much as possible. Volcanic features should also be reduced to zero/removed since pluto is more than likely completely cold, but that would be very un-Fun.
Fourth, turn off the periodic erosion of extreme cliffs, and reduce the erosion cycle to 0.
You may also extend the z-levels above and below ground to your heart's content, i wouldn't recommend that though as it would be extraordinarily laggy.
After genning the world, turn off temperatures and embark. Dig down to where you feel safe, drag your things inside, and seal yourself in. Then save, exit, turn temperature calculations back on, and restart. Pray you dug deep enough to prevent your dwarves from dieing instantaneously in the cold.
