A message from Sheb, Chairman of the Supreme Soviet

Given the growing size of our Socialist Paradise, new measures are to be enforced for our safety. From now on, any Sea Zone bordering one of our territorries will be considered as part of our territorial waters and any uninvited ship entry will be considered an declaration of War. Exceptions will be made for Halsantium's ship, as long as they stay in sea adjacent to their territorries.

Budget:
-Taxes, nationalisations and benefits from state-owned industries: +682,000 $

-Law Enforcement: Infantry units in the Philippines and India: -20,000 $
-Law Enforcement (bis): 2,000$ for cops training.
-Submarine Defense: 2 Destroyers in the North Sea, 3 in the Northern Pacific, 3 off North West Siberia: 200,000 $
-Chinese Hegemony: 4 Artilery and 2 Fighter, as well as 2 Gunships in China: 140,000$
-Russian Strike Force: 1 Artillery and 1 Fighter in Russia: 45,000$

Armies: I'm afraid you'll have to roll a lot.

Also, I'll send Improved Alloys to the United Empire if they send me Lasers and I'll send Fanatics to Halsantium against their Improved Fighters System tech. If they send me Nerve Gas Flood, they will also get Improved Alloys.

 Also, the part of India around Bangladesh, the Philippines and the small island south of China (that belong to China) should be green.

I have managed to obtain a slow and unreliable internet connection.

There should be a additional fanatic in Jordan for a total of 3 Fanatics. One that was there and the 2 that were constructed.

Cyborgs and swiss guard are...less than great, even considering the 33% bonus.

I've realized how under powered the cyborgs are. They're now at 8A, 9D. That allows them to easily take on a generation 1 Light armour. Swiss guard stays the same.

EDIT: Next turn may turn out to be hilarious. We shall see.

I've been thinking a bit about the whole "Ships invading countries but not being able to get into them" thing and I think the rules need changing.

Let's assume, for the sake of argument that V-Norrec is after me. He has large amounts of submarines around, and will use them to attack me, probably in China and/or Russia. Now, let's say he manage to get Russia. He attacks, kills my units, take over the land (let's ignore the ridiculous of a continental country submitting because there is a ship off his coast). But he cannot occupy it! Which mean than the turn after, all I need to do is to send one infantry to take back the land, since it's defenseless! Then, he can invade Russia again, and I'll take it back, and so on until he manage to land a force or I manage to build a navy. (Yeah, if he build units in Russia, they won't be ready in time to fight my troops). We'll be stuck in an endless loop of invasion.

My solution is simple: a ship should be able to attack a country's units, but not the country itself. You could use your navy to kill off your enemy's troops (Submarines should also be able to do that, however nonsensical) but ground and/or air troops should be needed to invade the country itself and take it over.

Except that if he can attack Russia, he can easily ferry some troops to it, in order to prevent that one unit of infantry from occupying the land he conquered.

The new rule you've provided would only work for countries that are loyal to your empire (ie your starting country.) Once the occupying armies are gone, the naval forces could then support the various resistance groups inside that country to overthrow the officials. Afterwards, the county could join the empire that freed them for defence.

I would also like to point out that if V-Norrec couldn't ferry troops into Russia in your scenario, he could always order his ships to defend Russia from your infantry. The result would be the same as if the ships were actually occupying the country, as the two forces would face off.

Well, he wouldn't ferry troops to stay stealthy. But if the ships can actually defend a country, it is nice.

Does it means that I could "occupy" the Philipines by crushing resistance fighter with my navy?

Sea units can't end up in a sea zone (At least not yet.) And ground units can't attack neighbouring ships.
