Can fighter planes actually take over a nation?

Yes, though realistically, it would involve driving the enemy out of the country, than occupying it and defending against counter-attacks.

I'll send all my monglian troops troops to attack Kazakhstan, and the Russian ones toward Finland. Form them into two fronts: the European and Asian Fronts.

I'll build a scout plane and heavy armor in Russia, spent 6,000$ fostering good relations with chian (funding cultural event, inviting dignitaries to seminar on the Black Sea coast, giving money to Chinese charities...) and spend the remaining 21.000$ on Improved Alloys for my plating and body armor.

Also, if someone want to buy the scout tech, it's for sale at 10.000$, with a clause saying it shall ne be resold.

Build 1 Gunship at Argentina
Build 1 Light Armor at Argentina
Build 1 Infantry at Argentina

Edit:  Move Submarine south so it is at both the coast of Chile and Argentina.  See if it can stealthily get a rough estimate on the number of troops in Chile.

Spend $16,000 on Laser Gun research

More important, it IS an UN country, so already claimed. It'b like claiming China.

Anyway, my turn:

New Kremlin, New Moscow (Yup, the Neo-Bolsheviks like putting "New" everywhere):
-Sheb: So you're saying that those Mongolian retards pushed you out of the country? How did that come?
-Terrified Officer 1: Well, we had not a single soldier left!
-Sheb: And how did THAT come?
-Officer 2: Well, you ord...
(Blask Stare of Death)
-ered it...
-Sheb: You're all a bunch of incomeptent bastard! Guards! Send those assholes to the labour camp! And bring me a sheet of paper, I need new orders!

-Send the scout scouting Ukraine.
-Leave one Infantry in Finland, and send the rest along with the Russian Heavy Armor to attack Sweden.
-Leave one Infantry in Kazakhstan, and send the rest onward to Uzbekistan.

Budget:
-Starting Fund:129,000$
-One bomber in Kazakhstan: 30 000$
-4 Infantry and one Fighter in Russia : 60 000$
-Research on improved alloys: 39 000$
Total: 0$

You can ask for a country somewhere else. Egypt or Saudi Arabia would make good starting ground.

Okay, changed to Egypt, but couldn't South Africa just secede from the UN like some other countries have done though?
