Something about my fonts, probably the Epson font I have for mincho, because mikachan has one in the font file, won't display tildes.
Nothing a little font-hackery can't fix, though.

Clearly you have a dumb computer.
Install this.
If I remember correctly, loading up a ttf in Windows lets you install, or you can just drop into your font folder.
This is another great Japanese font.

You don't need to install fonts off the Internet in order to see Japanese text. He doesn't need to do that at all; he needs to install East Asian language support in Windows. You never have to specifically download and install "Japanese fonts".

In XP, go to Regional & Language Options in the Control Panel, click the "languages" tab, and check off both boxes under Supplemental Language Support (most importantly the one for east asian languages). You might need the Windows CD for this; if you don't have it, go here: http://www.microsoft.com/downloads/details.aspx?displaylang=en&FamilyID=24a66277-cd9f-4332-a6f1-52b85a6470bd
