I'm reasonably sure you're allowed to infect instead of breed, and that you're pretty unlikely to actually succeed so early on.

Why can't you breed and infect on the same turn? There is absolutely no reason reason for that. A bacterium can infect and breed, so why can't we?
What RNG are you using?
