I set a bunch of orders in my manager screen and none of it gets done.
I have an office and bedroom for the manager dwarf too.

Take away permission for the manager to do any other labors, once she's approved the jobs, give her back some labors to do, but no hauling for her ever.

Give him a soothing magma bath for him to rest in until he's ready to go back to work. Let the elves join him in the magma pool too, they must be awfully tired after walking all the way to your fort!

You could set someone else to be manager and see if that gets them to go activate the jobs. After you set them in the noble's screen you will need to give the office to the new manager as well- unless he already has one.

he started working. i guess he felt like felt like being lazy for a bit. Same thing was happening to my book keeper till i took all his jobs.

In his personality description does he have "takes time when making decisions" or something else along those lines?  I'm not certain but I think traits like those make your dorf slower to take up new jobs.  Also noble/medical jobs seem to have long delays between them, I guess so things don't all get done instantly...

I dunno, my book keeper seems to rush off to do his work in a hearbeat and will basically never get distracted from it ever.

As for manager I can't say much.  Really the only reason why I appoint a manager is workshop profiles.  I still set up the tasks the hardway by pulling up each individual workshop.

I only really use the manager when I want more than 9 of something- like if I want 20 suits of armor for my new recruits.
