Buildible Dam

Is it possible, to make a structure, like a Wall Grate, that acts like a dam;
Blocking water/magma to a height of 4 and letting it pass over it when it reaches a height of 5?

Not directly, but this can be done with pressure plates and flood gates.
Varying degrees will vary the accuracy and speed of the drain, too.
