[38c] Dump orders not spawning jobs

I've got a dozen or so units of stone sitting in a tunnel.  Every currently-idle dwarf has the appropriate hauling labor enabled, I've triple-checked their ability to get to the stone, and I've destroyed the garbage pit and rebuilt it elsewhere to see if that solved the problem.  No dice.  Seven idle dwarves, and not a single "Dump Item" job in the queue.

For reference: DF 0.27.176.38c, under WinXP SP2 on a Compaq Presario v2000 laptop.

Only thing I can think of is if the stone is forbidden.

Make sure it's a garbage ZONE, not a refuse stockpile. Then go to the zone and make sure it's checked and active.

Sounds to me like the stone is in an area labeled as above ground and dwarves are set to ignore outside refuse.

Aha! I get it now.  Ignore Outside Refuse supersedes the Dump designation.

I feel stupid now.

Dumping just marks a non-refuse item as refuse.
