How do I go about making flow for a magma-wheel?

Nether caps have a fixed cold temperature and don't burn, and I'd like to take advantage of that in order to power my mill with magma.

Magma can never have flow, that is a feature only found in water tiles, sorry.

Couldn't you jump start the system and create an eternal magma flow pump? like with water? you'd just have to START IT UP then have enough pumps to keep it pressurized and moving >.>

Magma is a chunky liquid. Even in the real world it wouldn't flow fast enough to move your wheel unless your wheel was super light in which case you can likely use your knowledge of super light magma safe materials to make power in a much easier way than a magma wheel.

well yeah >_> IRL sure, but these are DWARVES man. Do you honestly think dwarves would use any other method of powering structures if they could use MAGMA to do so?

Flow isn't generated from moving liquids - it's generated from moving water. In fact, if you turn off display of liquid levels, you'll find that moving lava always appears as and never flashes to ~. Oddly, the flashing to ~ did happen back in 40d, though it seemingly still didn't generate any flow usable by water wheels.

If it's "steam power" then it's already unrealistic. Forcing steam through pipes as some sort of simple trap, maybe, but steam power? Not quite.
Steam power IS realistic, in fact, it's quite common.  In fact, it is the most efficient way to turn heat into mechanical power.  Usually this mechanical power is used for electricity, but there's no reason you couldn't hook up pumps to it instead.

A basic steam engine is absurdly simple, if you're willing to loose a lot of efficiency it can be even more absurdly simple - a steam pipe with a large boiler on one end with the other end open blowing a water wheel like object.

Let's look at this realistically.

Coal Power Plant = burning coal to heat water to generate steam to turn a turbine.
Nuclear Power Plant = nuclear fission to heat water to generate steam to turn a turbine.
Solar Plant = using sunlight to heat water to generate steam to turn a turbine
Hydroelectric Plant = using water to turn a turbine.
Wind Plant = using wind to turn a turbine.

Clearly, steam power != steam punk
