It's from CSI: Miami.
And as someone else said, he won't have any preferences, so that's good.  Since he spends all day idling and talking to dwarves, on top of the fact that they have no reason to dislike him (no preferences), he's probably friends with the entire fortress.  Too bad you can't buddy him up in a bed.

Additionally since any elected position tends to be the creature in your fortress with the most social levels this tigerman will likely be mayor until he dies or unless you make one of your dwarves perpetually idle but even then the tigerman doesn't sleep as far as I know so that dwarf will always be behind.

I haven't been lucky enough to get a tigerman mayor. The one time I tried my damn tigerwomen kept getting pregnant everytime a tigerman would spawn on the map. I had to eventually lock all of them in a room and starve them to death to save my FPS. Awe... genocide for the sake of FPS Armok bless dwarf fortress.

One of the dwarfs walked in front of Thor to get a better view of the prye, and Thor kicked him irritably into the middle of the flames, which made Thor feel slightly better and made all the dwarfs feel much worse.

Mayors are chosen on the basis of social skills.

"Tamed" sentients other than dwarves do nothing but socialize in the dining hall. That tigerman is an intellectual powerhouse as he has been networking and debating philosophically since he first arrived. Easy to see why they elected him/her.
