When we do text, are we supposed to make it a script for the next one, or do we add text to the comic we are sent?

You write text for the comic you received and send it to the next person, who will make new art for it.

Just out of interest, how many panels is the comic currently being done? Is the text written per-panel or as a whole, allowing the artist to reinterpret the thing?

It's ad-hoc, but what I've seen is that since only the dialog and sound effects are produced, a number of pannels is usually implied, but the artist has some flexibility. On average, there's five panels.
