Frenemy is a good term, imo.  Rival, if you know them.  Otherwise if its like a celebrity or an actual heel-type character I'd say ... most people use derogatory terms that further their own particular viewpoint than a cutsy term.  Do you mean like the relationship bugs bunny and daffy duck have or somebody like Putin, Trump, or Elon, who in the case of the first western media villianizes, the second is a very disparate consensus on, and the latter too
