I mean, there's an entire umbrella of BDSM based around more or less inherently dangerous things. Edge play.

Fire play is definitely edge play, but with proper precautions, knowledge, training, and acknowledgement it's entirely doable. There are a number of practitioners who happily engage in fire play regularly (and with a very reasonable degree of safety).

Heck, it's... Honestly, it's generally safer than a lot of breath play, let alone waterboarding (which some folks also do).
