Evidently no, the wizards weren't good enough. Of the 5 that were sent, 1 outerly ignored his mission (radagast), 2 went missing doing who knows what (blue ones), and 1 actively worked against their purpose (Saruman). The one that did stay true to his mission had to be empowered twice, first by the elves (ring of power) and then by the valar themselves before he could accomplish said mission (gandalf).

But having competent gods fixing the problems they themselves created doesn't make for a good storytelling, and Iluvatar was in for the story
