Considering the story was circulated with a tweet summarizing with the very humane "Two prostitutes have been murdered in the same community -- and neighbors are fed up. They say the prostitution still runs rampant and despite years of complaints, nothing's been done.", I'm guessing it just wasn't really thought through all that well...
