Having no caller ID makes things complicated, but I'd get the law involved. If they've been calling you for such a long time despite requests not to call you, it definitely constitutes harassment.

Or if you don't want to go that far yet, simply threatening to take legal action might help.

I can only assume hes in india because of the accent, really. Cant understand any of the voices in the background but they dont seem to be speaking english.

Nah, NPC is just the new version of NPC. It's been around for a long time and is synonymous with the same concept repeating throughout history: ideology, slave morality, dogma, soulless, heathen e.t.c.
