they exist but they're still just for people who lost their old arm.  I cant replace my arm with steel on a whim.

That's the sad reality that makes this world not quite the best cyberpunk dystopia: us punks don't get the cool stuff.
Maybe in 20-30 years the shit'll be cheaper. I mean, computers are pretty easy to get now. Guess you could be the hacker flavor of cyberpunk right now, if you really wanted to.

Unlike a Pen and Paper setting, the real world has all these interconnected consequences.

consequences like "what happens when one side of your body weighs significantly more than the other", which is what would happen with a permanently attached steel cybernetic arm.  It would do all kinds of horrific things to your back and spine, would cause excessive wear on the hip socket, etc.  That's not counting the many diverse sources of complications of the graft itself.

Doctors tend to not want to cause unnecessary harm to their patients. As such, they are loathe to let a patient undergo an elective surgery that is completely unnecessary without a pretty big incentive, especially in a highly litigious environment like ours.

Rather than the "rule of fun", you get the meddling and oppressive "rules of physics".  Those bastards are real sticklers, and wont relent. :P  You dont get to harass them into seeing things your way.

(I found out you can basically endlessly drift like a racecar in the lion king level of kingdom hearts and it was funny enough to me that I made a video.)

You could probably deal with the weight of steel using a hollow prosthetic, or one filled with lightweight materials.  But then it wouldn't do anything a normal arm couldn't, so still no cyberpunk supersoldiers.

Also, the future is now.  IIRC most of the people who have them are US veterans.
