Depending on the grass, the roots and young shoots can be steamed, and are quite nutritious, if a bit fibrous. Adult grass, not so much, unless you can digest cellulose like a cow or goat.

The rhizome does not magically disappear just because it did not rain that summer, or because snow fell. It is the rhizome that contains most of the nutrition, and is what can be steamed.  Granted, digging it up is not pleasant in the snow-- what with frozen ground and all, but on the plus side you only need to dig in the first foot or so of the soil.
