Was reading up on China's electoral system and frankly I love it.

Villages elect Mayors, Mayors elect district representatives, district representatives elect state representatives, state representatives elect the federal government, the federal government elects chairman mao.

Somehow they managed to make a system where everyone at the bottom level feels like they make a difference, but the balance of power at the very top shifts very little.

Well, its democratic, in the sense that people makes votes and they affect actual things.

For some reason people like that.  Even when its clear it doesnt change the end result

It does change the "end result" a lot. Even if you cannot not elect Chairman Mao, being able to elect your local government is a lot more than some people can say they have, and it makes a difference that might, in the end, be more noticeable to you.
