It's a bit more complicated than that. The video mentions that players who own the PC version of the original Skyrim get the remaster for free (although I don't know if that offer still stands). So basically those who already own the game get a free update and those who don't own the game...

Well, it's just like as if you were buying a vanilla Skyrim with better graphics.

No, you have to have all the DLC to get the remaster for free, and the remaster when bought includes all DLC.

This same deal isn't in PS4 and Xbox One because Skyrim is not on those consoles.
