While the poster itself isn't surprising, given the propaganda of the time, it does sound strange that the woman whose face is depicted on the poster would be ok with being associated with prostitution.

Sometimes, unless it's emergency maintenance. Then you'll see it on the news and they send out letters later. That, or you have a SERIOUS issue with runoff from rain and should contact your utility company.
