Wouldn't a crossbow bolt do just as much collateral damage as a bullet? If even more?

I think the idea is that a lower velocity projectile is less likely to set off unstable explosives than if a bullet hit them. If it's something like any of the compositions or TNT it's unlikely anyway. But say... Something like straight PETN could potentially be set off by a bullet impact.

It's also possible that the idea is a barbed arrow is more likely to cause shock than a bullet that blows right through someone. I'm just trying to think of reasons why this would be standard practice here though.

Whats weird though, is that you'd think someone hit in torso with a crossbow bolt(wound is essentially just penetration) would die so slowly he'd have time to set off the bombs any way...

Crossbows are still used to shoot ropes and anchors up a cliff though... I guess they could also shoot tear gas or smoke grenades too.
