Duopoly or oligopoly, generally, iirc. Methinks it's one of those cases where having it is bad, but not having it is worse. Kinda' like sickle cell anemia in an area with poor healthcare and rampant malaria.

And no, in the context of the U.S. it means a legally allowed monopoly for a non-state organization. Natural monopoly and whatnot.

Coming from a country where our phone and internet is owned by... well a monopoly (or whatever a two person monopoly is)... I can't say I understand that.

Until relatively recently, there was one electric company and one gas company in a given area. They put all the supply lines in and controlled the supply sources. Under Bush II (IIRC), Congress decided this was "anti-competitive" and mandated that you could buy your power or gas from any company willing to sell it, and your local utility company had to allow it to go through their distribution network (no, I don't understand how this is supposed to work). The promised savings proved to be almost entirely mythical (in the cases where there is a slight difference in the unit cost, it gets eaten up by the second company's fees), and since then everyone's had to put up with near-constant harassment via phone and (extremely pushy) door-to-door salesmen to switch utility companies.

Also, the word you're looking for is "duopoly".
