I'm really not up on my anime, but I feel like Gurenn Lagaan kinda counts for that?  It wasn't *bad*, but...
Wonderful start, strong (if absurdly cheesy) end, but the intervening time is largely pretty boring except for a few exceptions.  Felt padded, especially the second half once the stupid macguffin princess became a thing.

But I love the music.  Pretty good opening song, but the in-episode music is generally better...  Especially the most famous example.

Also I think I would like FLCL even if I didn't understand any of it, just because of the music.  Loved "The Pillows".
(hint:  It's a bunch of fairly unsubtle metaphors and depictions of puberty.  Including the charming lolrandomness.)

Yeesh... the last anime I saw was episode one of Strike Witches.  I shouldn't let that color my perception of anime, because Attack on Titan was consistently awesome.

OKAY FINAL WTF:  My friends liked Strike Witches, but thought the (extremely 90's) Vampire the Masquerade TV series was painfully boring.  We... play Vampire the Requiem.  I don't understand.  Strike Witches is pantsu shit, what is wrong with them XD
