Well actually neither, it depends on what kind of spells the druid in question have. For all we know, the Druid may have picked up only useless spells, like Goodberries or something and be tier 5.

I think D&D tier lists assume a decent character level and a certain level of optimization.

But that means they're essentially useless outside of Theoretical Optimization board, since different campaigns assume different character levels and different allowed levels of optimization.

tl;dr tier lists are bad

Tier lists refer to what the class can potentially do with the rules as intended, irrespective of TO or playstyle

Yeah, tier isn't about which class is the most powerful when optimized the most, but much it could be good at. It's tries to compare classes by width, not height.
