Ostensibly, it's to keep the glass from running over from soda displaced by ice. In practice, you really shouldn't be drinking enough soda that a couple ice cubes is going to cause it to run over.

Not that I'm endorsing enforcing it with threats and yelling, but for those of us that fill the entire glass with ice cubes, it makes a substantial difference. Like a, "Ice cubes with pop in the gaps between ice cubes" or "Pop everywhere and a glass full of ice cubes" kind of difference.

Most ice dispensers I've seen eject ice so forcefully that soda would splash everywhere. Though fridge units are gentler than restaurant ones.
Still an overreaction of course.

(Seriously though the cornerstore people hate me because whenever I'm getting milk I just head to an empty register, beep it through and leave cash on the bench. It confuses them.)
