unlimited access to internet should fix that one.

Fuck up the bits of the cerebral cortex that deal with the senses so brainjar leader doesn't have to worry about sensory-deprivation induced hallucinations. Alternatively, give the brainjar cameras and microphones.

unlimited access to internet should fix that one.
A human brain with unlimited free time and access to the internet...!

Besides, we want brainjar to lead, not to spend all of their time downloading porn

You now have a functional analogue of the EmperorBrainJar you speak of.
Functionally indistinguishable from an ordinary tyrant; the only difference is that he relies on his subbordinates to sustain him-- But then again so does a normal tyrant. (Did Ghadaffi grow his own food?)

If normal people with unlimited access to internet do not spend all their time downloading porn, then jar brains probably would not do that, too.

You can't quality control dictators. You can quality control brainjars. Panic rooms are safe, brainjars are fragile. Brainjars have no charisma, they have no identity to be loyal to. Their voice synthesizers can be made to be deliberately grating. Only their reason can be their sole basis of worth. Thereby ensuring their quality as a leader, or as an insane brainjar ready to be squished and replaced with another.

Enlightened brainjar despot rules well, cannot be self-serving because it has no self to serve, it must act through its human arms - which we are assuming the humans serve the brainjar and not some other state branch run by humans of course. Or that the brainjar leader holds direct executive power and is not limited, or merely advising human leaders, or holds power that is checked by humans.
