No, the paste doesn't dissipate heat, the heat sink does. The paste helps get the heat from the CPU to the heat sink.

This right here. The main point of the paste is to make sure that there isn't any air (which is a pretty good insulator) between the heat sink and whatever you attach it to, while also providing somewhat of a bond to make sure that nothing slips around.
