I think it's something to do with venting heat from the CPU and possibly holding the heat sink on. I assume the bit where the paste goes over the edge and onto the pins is bad.

Also, the whole thing looked incredibly unprofessional. They could have at least found someone with steady hands to do it.

No, the paste doesn't dissipate heat, the heat sink does. The paste helps get the heat from the CPU to the heat sink.
