Yeah, that sounds more like the Women Infants and Children (WIC) program rather than food stamps. The only restrictions on food stamps are that what you buy must be food, must not be alcohol, and cannot be prepared and served to you in an edible state (no restaurant food, in other words),

the last is not entirely true. You can buy say a roast chicken from the deli, or a sandwich from the deli at a grocery store. You can buy premade stuff, and I'm sure poor people do all the time because the amount of work you will have to do to make enough money versus the time you have left to cook... not much.

And yea as I think Pisskop said, this costs more and will nickel and dime people to death.

It's very very hard to get produce in the inner city also.

Are gardens legal? I've heard people get in trouble with the law (and at the very least, have their gardens destroyed) if they grew vegetables in them.

  But yes, at least on your own land, growing food is legal, afaik.  Maybe the inner city has other regulations?

I've had a vegetable garden for ten years and never had any issues. You may be thinking of the actions of certain Homeowner's Associations, which are infamous for forcing people to join and then regulating what they can and can't do on their property.

Actually, growing your own food is, at least in some states, not legal at all. People have been punished for it, because it is a loss for big agriculture.

But you aren't exactly going to have land available or any space in an inner city apartment.

collecting your own water is also illegal in some states (like oregon) because the state considers the water in the area to be "owned" by the water company, and at least one guy has gone to jail for it.

It's usually aesthetic reasons when it comes to homeowner's associations. Probably best not to ask in those cases, as HAs are almost unilaterally neurotic from everything I've heard. No clue about inner-city stuff, but I can imagine there could potentially be some restrictions due to water/pesticide/etc. use.

I haven't heard of any blanket bans on home-growing vegetables, though, more or less anywhere. Certainly not on a state level, though you do get various sorts of restrictions on city or town level.

Not quite. It's part of the pest control ordinances, because most of the people with rain barrels never emptied them, greatly increasing mosquito populations.

The Michigan "literally Hitler" restrictions mentioned in that article appear to only concern raising livestock. Whether you think it's justified or not, there are valid reasons to regulate backyard livestock-raising, namely in the areas of sanitation and animal welfare.

Not quite. You linked an article that said front-yard gardening was prohibited in a handful of states (In other words, a back yard garden is fine), and at least one state is increasing restrictions on farm animals within city limits.
