How about NZ politics?

The New Zealand government is planning a 23 million dollar referendum to change the flag. Even though referendums are not constitutionally binding, so the final decision will be made by parliamentary vote. The majority of seats in parliament are held by the National party, and it's National that wants to change the flag in the first place.

If it's that one-sided, then why even vote about it?

I have to imagine that the bureaucratic process is tantamount to sex for a bunch of government members located in just about any government anywhere.  There just doesn't seem to be a reason otherwise.

Why are people who don't understand how rules work allowed to make and enforce them, and why are they found nowhere in higher concentrations than in institutions that are also home to law schools? I refer specifically to the director of a housing complex who was responsible for enforcing a housing contract, but couldn't tell me whether a right to sleep is a positive or a negative right. Instances like this have been popping up, I feel like.
