If you read the Wookiepedia article on Midi-chlorians it says that they're only meant to be indicators of force-sensitivity; they don't actually make it or anything like that. So apparently the whole thing was just very poorly explained.

The fact that this mod (NSFW) for torchlight 2 has been in the steam workshop for over a month without being removed by valve. It's even rated number 4 in popularity this week, one higher and it would be displayed on the main torchlight 2 library page! Someone has obviously found a way around the valve content filters.
