and I don't mean "because a hero stepped up and pulled the 1 in a 100 chance that brought them down" I mean they struggled every step of the way and if they just... I don't know... allowed labor unions they would succeed in moments.

I am just looking at Red Faction Guerilla where all the villain's problems, all of them, is entirely their own dang fault! If they were just a little bit less evil... they would have succeeded at their evil plans.

I doubt Kefka would have destroyed the world any better...

Lex Luthor though... definitely in fact it is sort of the point. That for all he criticizes Superman for being "above it all" if he put his time and effort into fixing the world... he would have not only succeeded but be considered a far greater hero then Superman could ever be.

But to the point I don't mean "If they quit being evil and did something else" I mean... "Tried to do what they were currently doing but weren't trying to achieve it in an evil way".

In their defence it was a lot worse before they came.
When you're taking over from Ultor it's very easy to get complacent in how much you've improved.
