Tis a term, not often said though. You'd probably read it more often than hear someone say it, like "wishy-washy", "arty-farty", "higgledy piggledy", "happy chappy" or "Hairy Maclary from Donaldson's dairy".

Oy. I say wishy-washy all the time. & happy chappy too, though only if I'm having a lark. Higgledy piggledy I'd expect to see in a nursery rhyme. Never heard/read the Hairly Maclary one.
