It's... not very uncommon, from what I've seen. Notable figures such as teachers and (particularly) police officers are often individuals quite a lot of people don't really want to interact with. Drawing attention from 'em is often a kind of passively avoided thing. So they go to the next down on the social rung, so to speak.

I think there are indications in your body language that make them pick you. Either that or you looked them in the face and didn't frown, look away, look past them or look otherwise disagreeable. No one ask me those things when I am in a bad mood but all sorts of people do when I am in a decent to good mood.
