Here it's just whatever town gains city-rights, which includes the right to build a wall around the city.
This basically means you can trace historically disputed borders by marking small 'cities' on a map.

As an ex-resident, I can confirm that Huddersfield has repeatedly qualified for and turned down offers to become a City, despite not having a cathedral. I'm pretty sure that it's only turned down so that they can still claim to be the largest town in the country though.

Can someone please explain to me what Conservapedia actually is? Is it just trying to be a stripped-down Wikipedia?
For example, there's the page on Douglas Adams, but all that is mentioned is two sentences about Hitchiker's Guide to the Galaxy, another sentence about when he was born and died, a couple sentences about his environmentalist activism, and the rest of the page is his religious beliefs and nothing more.
