Well, it was awkward for both sides, with one side wondering what the hell they just paid 5 bucks for and the other hoping not to get into trouble with well-trained military personnel.
I guess the Americans usually went there fridays, and the goth parties on saturday were called something with "black", which probably wasn't that clever, but heck even the german Black Magazin is a goth zine...

Seriously, WTF. I had heard that these things existed, but... that's insane. One for every four people? Building them alone must have cost several times more than what I would expect Albania's entire GDP to be at the time.

It just hit me that these things must have inspired the bunkers from Starcraft. Between the design:

and the "four people per bunker" thing, it hardly seems coincidental.

But were there 24 per square kilometer?

Also, I have a new unit to express number of bunkers in a certain area. 24 bunkers per square kilometer (B/km2) will henceforth be referred to in Hoxhas (H). A megahoxha (MH) is 24 bunkers per square meter, somehow.

I know New York is positively dotted with old Fallout shelters if you know where to look, so there sure must have been a lot of them.

I imagine them there even now, stuck with 60 yr-old saltines and Defcon manuals.

Blacks are 25% of the population; I'm not sure what you mean by that.

Looking through the Fallout Shelter article on Wikipedia showed me this:
