I think in practical terms in mainly means he can't reclaim the assets that were in his estate before it was settled. It also might mean difficult with things like social security and such... I'm not sure how you'd resolve that one though. Maybe there's a procedure to register yourself as a new identity?

Now that I thought about this, there's a very good reason why the time limit is in place: so that you couldn't have people impersonating a dead person. It results in silly stuff like this one, but the alternative also sucks.
