My WTF of the day: Apparently the government of the city of São Paulo decided to make a "crack aid" (for lack of a better translation) of R$1000 (around US$588) to be given monthly to families of crack addicts. Because they will certainly not use the money to buy more drugs.

Interesting concept, but it would probably never get approved for airing in the USA. Half the people would claim it's sacrilegious and the other half would claim it's shoving religion down their throats.

Network executives are not likely to approve the licencing, localization, import, and broadcast of a series that they believe nobody (or, at least, not enough to be profitable) will watch, and will garner them massive backlash, protests, and hate mail.

Ratings. Also, those people might decide to not watch anything on their channel. Then, the companies that pay money to have ads remove their funding, and the network goes bankrupt.
