Problem with incendiaries. Zombies don't feel pain, so while they are burning, they will just keep walking and trying to give you a !!hug!!

The only issue I'd have with incendiary bombing a zombie-held city is there wouldn't be much city left behind. Seriously. HEI shells make temperatures of 1000*C and Napalm temperatures of 1200*C. They happen to work incredibly quickly.

The other problem with fire is that once your fuel runs out, they'll stop being on fire. Because water makes up a good chunk of the human body.
