The US bans most manufactured food, especially kid-targeted candy, that has non-edible bits inside it due to the potential choking hazard. The candy egg in that image contains a toy capsule, this falling under that law.

The 1938 Federal Food, Drug, and Cosmetic Act bans the importation of any food item that has a non-food item inside of it unless the FDA issues an order to the contrary, which they have never done. Hence, Kinder Surprise Eggs have always been illegal in the United States.

Also, some of those guns may or may not actually be legal. It would depend upon their time of manufacture and internal components.
