In the Republic of Korea, you should rape people when you are drunk.
Why? Intoxication is a get-out-of-jail-free card for many crimes including robbery, rape, molesting, car accidents (strangely), vandalism ... There's a lot of precedents in court for that.
As long as you are over 19 years old, of course.
...This seems like something someone who was very optimistic and somewhat dumb about people would put into law.
In AMERICA, you can actually be arrested just for being drunk in public, if you're drunk enough. I think it's really freaking drunk though. And you're still to blame for all the bad things you did whilst falling over and urinating on the walls of the local high school.
19 is the drinking age over there? I thought most of the drinking age cut-offs were at 16, 18, and 21. Interesting.
You can get arrested for being over the legal limit ( .08 most places) in public, regardless of whether or not you were behaving drunk. Especially in the middle of podunk redneck land where I live. The whole 'justice and freedom' thing is more of a large populations kind of thing. Around here, the people in power (judges, cops, politicians) get away with whatever they want. Including violating your constitutional rights pretty much at will, because:
1. People are poor around here, no money means you can't fight da POWAH!
2. If you can fight da POWAH! then you're going to be buried under bullshit by the local government's lawyers.
3. In the meantime, the police and others are going to harrass the FUCK out of you
4. No one cares what happens in places that aren't well known.
