I can see how you'd think that, but really, it just gives 'em more practice to learn how to get away with it better next time. So really, they then become repeat offenders customers!

For example: They'll figure out that a bandana you can pull over your face is a criminal's makeshift mask that can hang around your neck after a while. Seems the newbies just do it without any face covering at all. The career ones pull them up over their faces upside down, and even modify them with fairly large eyeholes and tie the point into a backwards baseball cap to stay in place. One of those bastards comes at you, just give him the wallet after showing him you're taking your driver's license only and go, cause it isn't worth it and the ones I've seen will shoot you dead.

The thieves guild god damn gangs in certain areas don't play around and now that they know there are no cops around, they will "recruit" the newer desperate criminals into the fold.... 'Cause now nobody's stopping them.
