Looking at the origins, that certainly looks like something a person would come up with to poke fun at elitism; it's just a mashed together load of things meaning "trifling" and "unimportant" to make a word meaning the exact same thing.

I go to bed, it's 55F/12.7C degrees. I wake up, it's 87F/30.5C degrees. WTF, weather? It's only May! At this rate, it's gonna be unbelievably hot in the summer!

I would do that, but all of the rivers here are full of oil. There's still potentially a million gallons in just the local branch of the river here.
