They tried that during the 17th century but realized it was a bad idea. L'Academie francais has actually been bad for French because it has stifled innovation. In general these kinds of groups, (English does have an unofficial Queen's English Society), tend not to be linguists and to be highly resistant to change. What's made English such a powerful global language is it's ability to adapt to the different needs of different populations, an English Academy would impede this.

The real authority on English, the one that even the OED relies on, is its speakers.
