Captain Price has been around since the first Call of Duty game. Which took place in WWII.

So it's probably an Easter Egg/cameo/shout-out.

It's mostly trashy pop music, in a battle royale in between European countries to get the most votes for their performance. You can also get the (pricy) album of all the songs after the event on iTunes.
