Also, Tom isn't a bad guy; believe me, he has had ample opportunity to be one, but has never taken it.  He's just never been anywhere. That really isn't his fault. Lots of people do not know about other cultures and that's sad.

Despite consistently having him be uninjured, I can't get him to walk, onto the spikes, the massive lose sheets of glass or otherwise or otherwise. He just lays and flops around. 

Pressing "z" launches him without injury. Shift and Control make his respective legs move. Even without injury he refuses to do more than flop.

His best option appears to be to take the crowd down with him.

Shift and Control make his legs work like walking though. Shift is the left and Control is the right. Getting him to land safely in the crowd is possible.

You're supposed to grab the dood you fly past and powerslam him onto the spikes. I missed that and ended up murderizing the crowd repeatedly.
