First would be : why the hell did they even for a second accept the complain.
First execo is : police in school? Wut? 
The second is what the hell is this procedure for "hate speech". Even if she had called him "ill mannered monkey" what would be the point of following what is obviously a security procedure?
And last, did they miss the passage where "hate speech" is actually a pretty minor offense that is supposed to go on the same level than making noise at night.

4. They might be morons. Also, I'm pretty sure that the UK doesn't even have hate speech laws, the school in question must've been pretty scared of getting sued for "damages". Probably under bullying, which schools take REALLY seriously.

1: Racism charges in the U.S are even crazier in American schools. I didn't even blink once reading that article because that happens all the time down here in the DEEP SOUTH (A.K.A Racism central)
2: Also likely ported from America. My schools have all three had massive tanks of police men walking around the school, making the windows rattle. They're actually pretty cool people, at least here.
3: They're afraid that they're dealing with some psycho. Well, actually, they're afraid that said psycho will go ballistic and they'll get sued.
4: I'm not sure if I should be happy or sad that England is just as fucked up as America.
