i somehow made Morrowind a republic in Elder Kings

um. I made my own mod. for that. on top of it. it's supposed to be loaded separately. There's no reason for morrowind to be a republic if i don't load my mod. and i haven't. so why are they a republic

almalexia (well, mournhold) is the city capital here though AFAIK, vivec would be held by the ALMSIVI temple (which runs all of vvardenfell there)
